Federal Alignment: Central Georgia Technical College (CGTC) maintains a zero-tolerance policy for hazing in absolute compliance with the Stop Campus Hazing Act (which amends the Jeanne Clery Act).
State Enforcement: The college strictly enforces Georgia’s Max Gruver Act (O.C.G.A. § 16-5-61) across all operations.
Scope: Hazing in any form is forbidden for all individual students, student clubs, and campus organizations affiliated with CGTC.
Consent Irrelevance: Behavioral prohibitions apply regardless of the victim’s perceived willingness, consent, or voluntary participation.

Federal Clery Act Definition: Any intentional, knowing, or reckless act committed individually or in concert against a student in connection with initiation into, affiliation with, or maintenance of membership in an organization that causes or risks physical or psychological injury.
Georgia State Law Definition: OCGA 16-5-61 “Haze” or “hazing” means to subject a student to an activity which endangers or is likely to endanger the physical health of a student or coerces the student through the use of social or physical pressure to consume any food, liquid, alcohol, drug, or other substance which subjects the student to a likely risk of vomiting, intoxication, or unconsciousness regardless of a student’s willingness to participate in such activity.
Standard Risk Exception: Prohibitions exclude reasonable, baseline risks encountered during standard college activities, such as necessary physical preparation for athletic teams.

Forced Ingestion: Causing, coercing, or inducing an individual to consume food, liquid, alcohol, drugs, or other substances.
Physical Abuse: Whipping, beating, striking, electronic shocking, or placing harmful substances onto an individual’s body.
Forced Deprivation: Inducing sleep deprivation, exposure to hazardous weather elements, or confinement in small spaces.
Psychological Coercion: Activities placing a person in reasonable fear of bodily harm through threatening words, actions, or enforced public isolation.
Criminal Mandates: Coercing an individual to perform sexual acts or engage in duties that violate local, state, tribal, or federal laws.

Campus Hazing Transparency Report: CGTC maintains a public log on its website, updated at least twice per year, detailing investigation dates, organizations involved, violation descriptions, and imposed penalties.

Emergency Dispatch: If an active incident poses immediate physical danger, dial 9-1-1 or contact the CGTC Department of Public Safety emergency line immediately.
Campus Security Authorities (CSAs): Notify an administrator, coach, or advisor who is legally mandated to route the information to public safety officials.
Anonymous Submissions: Reports can be filed anonymously through the online reporting mechanisms located on the CGTC Student Affairs web portal.

Filing Timeline: Any individual may file a complaint against a student by submitting a formal Student Code of Conduct Complaint Form to the Vice President for Student Affairs or their designee.
Preliminary Investigation: The Vice President for Student Affairs or their designee must complete a preliminary investigation and schedule an intake meeting with the accused student within five business days of the filing date.
Scheduling Constraints: The accused student has five business days from initial contact to schedule their meeting, with only one rescheduling request permitted.
Failure to Appear: If a student fails to respond, requests multiple extensions, or fails to appear, the Vice President for Student Affairs or their designee will evaluate the available evidence without student input and render a decision.
Individual Adjudication: If a single complaint alleges violations by multiple students, each student’s disciplinary proceeding and subsequent appeal are conducted on a strictly individual basis.
Academic Discretion: Academic misconduct allegations may be routed through this disciplinary process or managed under a separate Academic Misconduct Procedure at the discretion of the College President.
