Commencement Ceremony Decorum
The faculty and staff at Central Georgia Technical College congratulate you on your academic achievement, and wish to ensure that the commencement ceremony will be a fitting conclusion to this phase of your education! The Central Georgia Technical College commencement ceremony is, by its very nature, a festive occasion. The festivity manifests itself in many ways including the dress of the students, the faculty adorned in academic regalia, and the warmth, joy, and satisfaction of accomplishment.
The ceremony is also marked by a seriousness that signifies long, hard work on the part of everyone involved: students, faculty, administrators, parents, and spouses. As a consequence of the solemn nature of the ceremony, students and guests are requested to exercise a measure of decorum consistent with the occasion. Audience participation should be respectful of the celebration honoring both the commitment to learning and the fulfillment of dreams shared by all candidates crossing the stage tonight. This element of respectful celebration also extends to the parents, guardians, and spouses whose dedicated support brings pride to the fulfillment of these educational dreams, and to the family members aspiring to one day have their moment of walking across the stage.

Brooklynn Hernandez McDowell
2025 CGTC Georgia Occupational Award of Leadership Winner
Brooklynn Hernandez McDowell is a Dental Hygiene graduate from Bleckley County at CGTC and represented the College as the 2025 recipient of the Georgia Occupational Award of Leadership (GOAL) or student of the year. McDowell was chosen from a competitive pool of four finalists after a rigorous selection process.
Reflecting on her journey, McDowell shared, “Patient care is my passion, the Dental Hygiene program allows me to experience touching stories with patients who I may have impacted; but who have, in turn, impacted my life even more. I love Technical Education because it offers something for everyone, whether you are in the military, a college student, a high school student in dual enrollment, or a single mom wanting to start your career. There is a space for everyone. I also really appreciate the constant support I receive from Central Georgia Technical College.”

Ekaterina Mirzakulova, Ph.D
2025 Georgia Rick Perkins Award Winner
Ekaterina Mirzakulova, Ph.D., is a Chemistry instructor at CGTC and is the 2025 recipient of the Rick Perkins Award for Excellence in Technical Instruction. She was selected as CGTC’s Instructor of the Year after a multistep interview process following her nomination by peers for this prestigious award.
A native of Uzbekistan, Mirzakulova, is affectionately known as Dr. Kate amongst her students and peers. She began her academic journey when she learned that a professor from the United States was recruiting students from a neighboring country for a graduate program at Bowling Green State University. Soon after, she used her family’s savings to buy a plane ticket to meet the professor, who administered a chemistry test. Several months later, she received the exciting news that she had been selected for the Ph.D. program in Chemistry. Her parents contributed their retirement savings to help fund her trip to the U.S., marking the beginning of her American journey.
After earning her Ph.D. in Photochemical Sciences from Bowling Green State University in 2013, Dr. Mirzakulova worked as a postdoctoral associate at North Carolina State University. She also held teaching positions at various institutions, including Columbus State University, before joining CGTC as a chemistry instructor.
“Joining CGTC has been the best decision I’ve ever made,” she exclaimed. “From day one, I knew I belonged here and could make a difference in my students’ lives. CGTC has been incredibly supportive during some of my most challenging times, for which I am forever grateful. I am happy to be part of a college that offers opportunities for everyone who walks through our doors.”

Tequita Brown
2025 Exceptional Adult Georgian in Literacy Education (EAGLE) delegate
Tequita Brown is the College’s winner of the 2025 Dinah Culbreth Wayne Exceptional Adult Georgian in Literacy Education (EAGLE) award, and in March 2025 the Technical College System of Georgia’s (TCSG) Adult Education Office announced Brown as a finalist for its 2025 Dinah Culbreth Wayne Exceptional Adult Georgian in Literacy Education (EAGLE) award.
Brown, nominated by her instructor, Lisa Dennis, is known amongst her peers as a goal-driven and hardworking student; a drive that has propelled her to her goals, even when she did not always see it in herself.
“I now see a new version of myself, viewed through a more positive lens. I have let go of past struggles, including substance abuse and negative habits.” said Brown. “I am honored to represent Central Georgia Technical College’s Adult Education Division. This experience has allowed me to share my personal journey, the challenges I have faced, and how these experiences have shaped my character, aspirations, and the valuable lessons I’ve learned through Adult Education. My hope is that my story will inspire, encourage, and motivate those who are determined to achieve their goals.”

2025 Outstanding Teacher of the Year
Yohar Martínez is the 2025 Adult Education Outstanding Teacher of the Year (OTOY), an honor recognizing her exceptional contributions to the field of adult education and her transformative impact on literacy and english language and civics students in our community.
Martínez, a proud native of Venezuela, is a passionate educator whose has leveraged experience learning English as a second language to her own classroom within the Adult Education Division. Her career focus has been to empower adult learners, especially non-English speakers and immigrants, to achieve their educational and personal goals.
Through her innovative teaching methods and unwavering commitment to student success, she has created an inclusive and supportive learning environment that inspires both her students and colleagues alike.

The Meaning of Academic Dress
The origins of academic dress date back to the 12th and 13th centuries, when universities were taking form. The ordinary dress of the scholar was that of a cleric, whether the scholar was a student or teacher. Long gowns were worn and may have been necessary for warmth in unheated buildings. Hoods seem to have served to cover the tonsured head until superseded for that purpose by the skull cap.
A statute of the University of Coimbra in 1321 required that all “Doctors, Licentiates, and Bachelors” wear gowns. In England, in the second half of the 14th century, the statutes of certain colleges forbade “excess in apparel” and prescribed the wearing of a long gown. In the days of Henry VIII of England, Oxford and Cambridge first began prescribing a definite academic dress and made it a matter of university control. The assignment of colors to signify certain faculties was to be a much later development, and one which was to be standardized only in the United States in the late 19th century.
In America, an Intercollegiate Commission made up of representatives of leading institutions was formed to establish a standardized system of academic apparel. The Commission met at Columbia University in 1895 and adopted a code of academic dress that regulated the cut and style and materials of the gowns and prescribed the colors which were to represent the different fields of learning. In 1932, a committee appointed by the American Council on Education approved a code for academic costumes that has been in effect since that year. The American Council on Education revised and updated the code in 1959 and 1986.

The mission of the Central Georgia Technical College Foundation is to provide financial support for the advancement of Central Georgia Technical College. To accomplish this mission, the Foundation solicits donations and grants to provide student scholarships, innovative facilities and equipment, faculty and staff development, and other needs beyond the scope of the Institution’s budget.
The Central Georgia Technical College Foundation is guided by a board of volunteer trustees composed of business and community leaders from Baldwin, Bibb, Crawford, Dooly, Houston, Jones, Monroe, Peach, Pulaski, Putnam, and Twiggs counties. The Board of Trustees assists in establishing the College’s strategic plan for resource development, provides leadership for the advancement function, ensures the Foundation Board is composed of dedicated men and women capable of fulfilling their trustee responsibilities, and ascertains the effectiveness of the advancement activities on an annual basis.

Central Georgia Technical College is a unit of the Technical College System of Georgia and serves the needs of Baldwin, Bibb, Crawford, Dooly, Houston, Jones, Monroe, Peach, Pulaski, Putnam, and Twiggs counties in Georgia. The College is a two-year public college serving a diverse student body by offering traditional on-site and distance education academic programs and services, adult education, continuing education, and customized business and industry services.
