Commencement Ceremony Decorum
The faculty and staff at Central Georgia Technical College congratulate you on your academic achievement. The College wishes to ensure that the commencement ceremony will be a fitting conclusion to this phase of your education!
The Central Georgia Technical College commencement ceremony is, by its very nature, a festive occasion. The festivity manifests itself in many ways, including the dress of the students; the faculty adorned in academic regalia; and the warmth, joy, and satisfaction of accomplishment. The ceremony is also marked by a seriousness that signifies long, hard work on the part of everyone involved: students, faculty, administrators, parents, and spouses.

DONALD OCHIENG
2023 CGTC Georgia Occupational Award of Leadership Winner
Donald Ochieng of Bonaire was named the 2023 Georgia Occupational Award of Leadership (GOAL) winner for Central Georgia Technical College. He is a Sports and Fitness Management student and was nominated for the award by his instructor, Craig Lawson. He competed with other nominees in a local speech and interview process to be named the College’s Student of the Year. He has competed in region competition to determine if he will be a finalist for the state award. The Technical College System of Georgia’s GOAL program serves to honor excellence in academics and leadership among the sate technical college students.
Originally from Nairobi, Kenya, Ochieng said the mission and structure of technical education in Georgia, and its potential to help build community and workforce, inspire and motivate him.
He is married to Shavonda Masinde and in his free time loves to garden, write poetry, mountain climb, and run. Ochieng is passionate about community development and proud of his entrepreneurial spirit. He hopes to leverage his technical college degree to explore avenues of community development.
SCOTT SELPH
2023 CGTC Rick Perkins Award Winner
Precision Machining and Manufacturing instructor and program chair, Scott Selph, was named Central Georgia Technical College’s (CGTC) Rick Perkins Award (RPA) Winner for Excellence in Technical Instruction for 2023. He is a Cochran-Bleckley County resident and graduated from Macon Technical College in 1990. This began a career trajectory of 33 years connected to technical education and its mission.
In the 2010s, he joined the College as an adjunct instructor and in 2013 became full-time program chair. Selph said he feels like the panel that selected him as the RPA winner could see his passion for students and technical education, a passion that is shared with students regularly when it comes to the benefits of the program.
Outside of work, Selph is the chairman of trustees at his church. He also coaches t-ball and football in his community. He might also be seen rocking out in several bands or getting a workout five days a week as a fitness enthusiast.
BETHANY MERCK
2023 Exceptional Adult Georgian in Literacy Education (EAGLE) delegate
Bethany Merck of Dooly County was named CGTC’s 2023 EAGLE delegate in fall semester. She was nominated by her instructor, Ethel Ross.
She enrolled with the Division and began the GED® program & learned of the many resources the College provides. Gas vouchers helped her attend classes, testing facilities made her feel prepared, and the integrated training programs allowed her to gain workforce skills while earning her high school equivalency.
Merck earned her GED in May 2022 and soon after received forklift certification in July. The combination of earning her GED and taking part in training through the College has allowed Merck to work and earn a living while continuing her undergraduate studies. She continues to work on her associate degree in Early Childhood, Care and Education.
In April 2023, Merck represented CGTC at the Dinah Culbreth Wayne EAGLE Leadership Institute in Atlanta amongst other EAGLE delegates from the Technical College System of Georgia.

The Meaning of Academic Dress
The origins of academic dress date back to the 12th and 13th centuries, when universities were taking form. The ordinary dress of the scholar was that of a cleric, whether the scholar was a student or teacher. Long gowns were worn and may have been necessary for warmth in unheated buildings. Hoods seem to have served to cover the tonsured head until superseded for that purpose by the skull cap.
A statute of the University of Coimbra in 1321 required that all “Doctors, Licentiates, and Bachelors” wear gowns. In England, in the second half of the 14th century, the statutes of certain colleges forbade “excess in apparel” and prescribed the wearing of a long gown. In the days of Henry VIII of England, Oxford and Cambridge first began prescribing a definite academic dress and made it a matter of university control. The assignment of colors to signify certain faculties was to be a much later development, and one which was to be standardized only in the United States in the late 19th century.
In America, an Intercollegiate Commission made up of representatives of leading institutions was formed to establish a standardized system of academic apparel. The Commission met at Columbia University in 1895 and adopted a code of academic dress that regulated the cut and style and materials of the gowns and prescribed the colors which were to represent the different fields of learning. In 1932, a committee appointed by the American Council on Education approved a code for academic costumes that has been in effect since that year. The American Council on Education revised and updated the code in 1959 and 1986.

The mission of the Central Georgia Technical College Foundation is to provide financial support for the advancement of Central Georgia Technical College. To accomplish this mission, the Foundation solicits donations and grants to provide student scholarships, innovative facilities and equipment, faculty and staff development, and other needs beyond the scope of the Institution’s budget.
The Central Georgia Technical College Foundation is guided by a board of volunteer trustees composed of business and community leaders from Baldwin, Bibb, Crawford, Dooly, Houston, Jones, Monroe, Peach, Pulaski, Putnam, and Twiggs counties. The Board of Trustees assists in establishing the College’s strategic plan for resource development, provides leadership for the advancement function, ensures the Foundation Board is composed of dedicated men and women capable of fulfilling their trustee responsibilities, and ascertains the effectiveness of the advancement activities on an annual bas

Central Georgia Technical College is a unit of the Technical College System of Georgia and serves the needs of Baldwin, Bibb, Crawford, Dooly, Houston, Jones, Monroe, Peach, Pulaski, Putnam, and Twiggs counties in Georgia. The College is a two-year public college serving a diverse student body by offering traditional on-site and distance education academic programs and services, adult education, continuing education, and customized business and industry services.
