Goal 7: Development of CGTCs Internal Workforce
Provide a sufficient, qualified CGTC workforce to meet the demands
of area citizens and businesses for quality technical education,
adult literacy, and economic development programs and services.

Match customer demand by increasing the number and qualifications
of personnel who provide CGTC programs and services.
Objectives
7A. Review and implement an improved internal
workforce development, management, and training system for all
CGTC employees.
- Develop a long-term CGTC workforce development plan addressing
workforce development, management, and training needs and strategies
based on the CGTC strategic plan, enrollment projections, and
the DTAE workforce plan and begin implementation by FY2004.
- Continue to expand and enhance professional development opportunities
for all CGTC personnel.
- Provide staff development training to keep all CGTC personnel
informed concerning all college programs, services, and activities.
- Ensure that part-time personnel, especially adjunct instructors
and evening/weekend support staff are kept informed and given
appropriate opportunities for staff development training.
7B. Recruit, retain, and maintain appropriate
CGTC personnel to provide an adequate internal workforce to meet
customer demands for programs and services each year.
- Utilize the CGTC workforce development plan to guide personnel
recruitment, retention, and maintenance practices by FY2004.
- Establish workforce develop and budget practices and priorities
that will enable the number of personnel to increase in proportion
to enrollment.
- Explore ways to provide improved pay or other incentives
to recruit and retain quality adjunct faculty.
7B1. Provide an appropriate number of state-funded instructional,
administrative, and support staff available each year, for delivery
of CGTC programs and services, to match growth in number of
customers and to respond to demands for extended hours and days
of operation.
- Ensure that adequate resources are allocated for full-time,
state-funded instructors, administrators, and support staff
to provide quality CGTC programs and services and to meet
demands caused by creation of new programs and services, enrollment
growth, and needs for new campuses.
- Ensure that evening and weekend personnel have equal qualifications
and adhere to equal performance standards as daytime personnel.
- Seek innovative ways to employ and retain high-level and
specialized technology and medical instructors such as sharing
costs with neighboring technical colleges, allowing the instructors
to telecommute, providing training or salary incentives through
the foundation, etc.
- Establish new career counselor positions.
- Seek additional bilingual administrators, instructors,
and support staff to meet the demands of a growing Hispanic
segment of the population.
- Ensure that adequate human resources are allocated for
full-time technical support staff to meet demands caused by
creation of new programs and services, enrollment growth,
and needs for new campuses as well as implementation of the
comprehensive technology and technology infrastructure improvement
program.
