Goal 6: Accountability through Effective and Efficient Management

Ensure that effective, adequately supported, and efficiently managed CGTC technical education, adult literacy education, and economic development programs and services are available for central Georgia. 

Desired Long-term Outcome

Improve effectiveness and efficiency by matching increasing demand for CGTC programs and services with adequate physical, fiscal, and management resources. 

Objectives

6A. Provide continuously improving institutional research functions through comprehensive information services that support monitoring, analysis, evaluation, planning, financial planning, and accountability reporting functions.

  1. Continue to improve use of BANNER data collection, queries, and reports in the development of relevant institutional research data and analysis.

  2.  Expand use of and collaboration with the DTAE knowledge management system to conduct institutional research.

  3.  Develop and implement an institutional effectiveness model that ensures that the resource development, and budgeting processes are fully integrated and that the results of situational analysis and annual evaluation are used in planning and budgeting.

Continue to utilize and improve CGTC’s institutional effectiveness process in conjunction with planning, evaluation, and accountability processes mandated by state, federal, and accreditation requirements 

6B. Increase the efficiency of available resources each year by using resource sharing and other productivity enhancing strategies.

  1. Increase administrative efficiency through implementation of the comprehensive technology and technology-infrastructure improvement program.

  2. Develop partnerships that will enable CGTC to offer programs and services in facilities such as high schools, government buildings, and business and industry work-sites, when appropriate.

  3. Reduce the need to purchase certain expensive and highly specialized equipment through the increased use of work-based learning such as internships, clinicals, and/or coop programs

Utilize cooperative agreements with other libraries to expand student and faculty access to informational resources 

6C. Participate in statewide efforts and develop local strategies to increase the utility, effectiveness, and ease of operation of the financial and personnel information system and the student information system; and continue refinements of the systems each year through FY2007.

  1. a. Continue to provide end-user training in the functionality and capability of the various modules of the BANNER Student Management System; concentrating on understanding and use of the web interfaces, to provide the human resources needed to expand college-wide information-based operations.

b. Continue to add functionality to the BANNER Student Management System through development of reports, queries, and refinements in the user interfaces to support enterprise business functions.

c. Continue to expand development and use of Peoplesoft reports to support improved personnel and financial management. 

6D. Increase funding for technical colleges each year through use of private/state matching grants and other resource development practices.

a. Continue to meet the local-match requirement to receive the maximum TechMatch funding for which CGTC is eligible with emphasis on obtaining equipment donations to complete the local match.

b. Continue to work toward development of an integrated resource development program for CGTC in conjunction with development of the foundation board and alumni association.

c. Continue to conduct an annual campaign each year and explore initiation of a capital campaign.

d. Seek ways to increase funding to provide additional adult literacy and GED teachers, aides, equipment, and teacher training through CLCPs. 

6E. Continue the CGTC grant-writing program and work in conjunction with the new DTAE Office of Technical Education grant-writing program as appropriate

d. Continue grant writing in pursuit of federal and state “entitlement grants” and strengthen efforts to pursue federal and private sector “competitive grants.

e. See opportunities to participate in grants written in conjunction or collaboration with DTAE’s Office of Technical Education and other technical colleges..

6F. Provide increased resources for additional and improved facilities each year until appropriate CGTC facilities for programs and services reach equilibrium with demand. 

a. Seek public and private funding sources for improvement and expansion of facilities in the eight-county seven-county CGTC service area.

b. Explore creative and flexible solutions to meet facilities improvement and expansion needs such as, acceptance of gifts of property; buildings; and/or in-kind construction, maintenance and landscape services, as appropriate.

6F1. Complete projects that are funded for construction and expansion/renovation, secure construction funding and complete construction for projects that are currently funded for the pre-design and design phases, and acquire funds to design and construct projects to accommodate current CGTC enrollment demand and to relieve present under capacity.

  1. Complete construction and opening of the Roberta Center and Eatonton Center.

  2. Secure needed funding and complete expansion of the Milledgeville campus facility.

  3. Secure needed funding and renovate the former shopping center and the administration building façade for forward expansion on the Macon campus.

  4. Secure needed funding and retrofit Building H.

  5. Secure needed funding and complete an additional parking lot on the Macon campus, and acquire 46 acres of land adjacent to the campus.

  6. Secure needed funding, complete, and open Building I on the Macon campus,

  7. Secure funds to plan, purchase needed land, and construct an Advanced Technology Center on the Macon campus in Bibb County.

  8. Secure needed funding and construct Macon and Milledgeville campus warehouse/distribution centers.

  9. Secure needed funding and construct a Business Center on the Macon campus.

  10. Include a health and fitness area in the Milledgeville and Macon renovations, and 

6F2. Initiate and complete the master planning, pre-design, and design phases required for the construction and/or renovation of additional CGTC facilities to meet future needs that will be created by projected enrollment demands.

  1. Develop and maintain a current facilities master plan.

  2. Seek funds to plan, acquire land, if needed, and construct, purchase, or purchase and renovate a facility for a technical education center/week-end campus in Monroe County.

  3. Seek funds for design and expansion/improvement of facilities in Wilkinson County.

6F3. Provide management and ongoing maintenance for all CGTC facilities each year.

  1. Seek adequate funds to continue to implement and enhance an ongoing preventative maintenance, repair, and replacement program for all CGTC physical resources, sites, and facilities.

  2. Explore ways to maximize management and maintenance capabilities across all CGTC sites and facilities. 

6F4. Adhere to “smart growth” and sustainable strategies in the planning and management of all new and existing CGTC facilities.

  1. Incorporate consideration of traffic patterns, noise and other pollution, storm-water run-off, energy conservation, and other strategies for sustainable growth into all CGTC facilities plans.

  2. Expand parking for the Macon campus to meet increased student demand utilizing multi-level planning for space conservation, environmental controls, and appropriate storm-water run-off and green space planning.

  3. Ensure that adequate space is available to house technology support staff, store technology and service parts, and provide production/maintenance areas.

  4. Ensure that all new construction and renovation includes the most advanced technology available. 

6F5. Evaluate and increase security and safety for students, faculty, and staff at all CGTC facilities as required by FY2003 and upgrade as needed each year.

  1. Expand security precautions in proportion to increases in number of students, staff, facilities, and threats to health and safety throughout the eight-county seven-county service area.

  2. Conduct annual security evaluations and planning.

  3. Provide technology-driven security access and improved technology-based monitoring for all instructional labs and other technology areas. 

6G. Provide new and replacement industry-standard instructional equipment, instructional technology, and instructional resources to meet CGTC programs and services demands each year.

  1. Ensure the excellence of CGTC instructional technology as a major component of the comprehensive technology and technology-infrastructure improvement program.

  2.  Continue to use the annual budget request process in PAS and the four-year plan for use of federal funds to seek additional and improved instructional equipment and technology; request state-of-the-art capital equipment for instructional equipment for programs housed in renovated and new facilities; and use TechMatch to help provide state-of-the-art instructional equipment.

  3. Upgrade library information technology and information resources as needed to meet the demands of CGTC programs, services, and operations each year, as appropriate with the expectation that the library is planned to move to a new facility.

  4. Improve opportunities to receive new equipment and technology by volunteering to pilot new DTAE initiatives.

  5. Develop partnerships with companies and vendors to obtain no-cost and reduced- cost equipment and other resources.

  6. Place special emphasis on upgrading materials, equipment, and technology for adult literacy services to enable these services to conform to CGTC’s level of excellence.

  7. Continue use of needs surveys sent to local and surrounding area companies to determine needs to update equipment to accommodate customized business and industry training requests.
