Alignment of CGTC with State of Georgia Strategic Directions and
DTAE Goals
Each agency must have goals that support at least one of the state's
eight primary policy areas. The State of Georgia's primary policy
areas, or strategic directions are: Education, Statewide Economic
Prosperity, Accountable Government, Technology, Community Health,
Protection of People and Property, Transportation and Land Use,
Clean Water and Environmental Stewardship. DTAE's goals predominantly
support Education, Statewide Economic Prosperity, Accountable Government,
and Technology, but also support each of the other four policy areas
through state and local programs and services. DTAE's alignment
with Georgia's strategic directions can be divided into two primary
categories: the services provided to external customers align with
"Education" and Statewide Economic Prosperity"; the
internal management and support needed to deliver those services
align with "Accountable Government" and "Technology".
CGTC reflects the goals of DTAE but focuses its efforts to achieve
those goals within the context of the needs and capacities of its
local constituencies. CGTC's support of each State of Georgia policy
area is described below.
Education
DTAE is the state's legally established provider of postsecondary
technical education and adult literacy services. CGTC is the DTAE-authorized
provider of services for Baldwin, Bibb, Crawford, Jones, Monroe,
Putnam, Twiggs, and Wilkinson counties and for others outside the
service delivery area who are unable to obtain desired services
within their local areas. All CGTC goals support this State of Georgia
policy area.
Statewide Economic Prosperity
DTAE's Quick Start program and CGTC's economic development programs
and services are designed specifically to serve the economic development
of Georgia and the local service area. CGTC's Technical Certificate
of Credit (TCC), diploma, and associate degree programs and adult
literacy services also play in important role in enhancing prosperity
by providing an educated, competitive, well-trained workforce for
the area. All CGTC goals support this State of Georgia policy area.
Accountable Government
DTAE ensures that taxpayers receive educational value for their
dollars. More than any other educational system, DTAE and its technical
colleges are fully accountable for their product trained
graduates. CGTC provides a warranty of graduate competence and evaluates
its own performance annually based on established standards for
enrollment rates, graduation rates, job placement rates, and other
measures. No other education system in Georgia undergoes such rigorous
performance evaluation and accountability. All CGTC goals, especially
Goal 6, support this State of Georgia
policy area.
Technology
Education and technology are the business of technical colleges;
they train students for technological careers. Technology and the
need for a technically trained workforce for Georgia is the reason
for technical colleges to exist. Technology is central to the everyday
operations of every aspect of CGTC instructional programs and services
and is vital to the accomplishment of all goals within this plan.
All CGTC goals, especially Goal 8, support this policy area.
Protection of People and Property, Community Health, Transportation
and Land Use, and Clean Water and Environmental Stewardship
CGTC supports these critical areas by helping to train the workforce.
CGTC will provide training in areas such as emergency medical services;
healthcare; environmental technology, and other fields that are
critical to Georgia (Goal 1). Additionally,
CGTC supports these policy areas in selecting and preparing sites
for facilities; in designing, constructing, and maintaining buildings
and grounds; and in personnel and operational management (Goal
6).
