8. SERVICE-AREA-WIDE POINTS OF DELIVERY
Distributed Programs and Services

CGTC serves Baldwin, Bibb, Crawford, Jones, Monroe, Putnam, and Twiggs counties; therefore, the College strives to distribute its programs and services in ways that best meet the needs of the entire service area. To make programs and services easily accessible for the seven-county area, this initiative addresses:
• Establishment of a Monroe County Center;
• Enhanced adult learning education centers;
• Acquisition of property for future development in Jones County;
• Continued development of campuses in Bibb, Baldwin, Crawford, and Putnam counties; and
• Exploration of possibilities for a new economic development facility in downtown Macon.

The mission of CGTC is to serve Baldwin, Bibb, Crawford, Jones, Monroe, Putnam, and Twiggs counties; therefore, the College strives to distribute its programs and services in ways that best meet the needs of the entire seven-county service area. For economy of scale, some programs must be concentrated in areas of greatest need or highest population density; however, other programs and services can be distributed to communities throughout the area. Although CGTC already provides adult learning center services in every county in the area, the College would like to provide additional programs of all types wherever feasible.


A. Establishment of a Monroe County Center

While there are CGTC adult education services offered in Monroe County, there currently is no permanent facility that offers county residents technical and adult education services. As Monroe County grows in population and in its business/industrial base, there appears to be a need for an adult learning and/or workforce development center. Plans are to collaborate with Monroe County community and business leaders to develop strategies to provide a permanent facility for a CGTC Monroe County Center. This Center would provide adult education and other programs and services, based on local workforce development needs and student interests. It is assumed that a Center in Monroe County could be provided in a variety of ways, ranging from construction of a new building to renovation of an existing building.
B. Enhanced Adult Learning Education Centers

CGTC provides adult learning sites in each county in the service area. A preferred strategy is to house adult education programs in close proximity to technical programs, as is currently being done where adult education and technical programs are housed together on a campus or in a Workforce Development Center. The close proximity of adult education and technical programs encourages the transition of GED graduates into credit programs and enables GED students to pursue dual enrollment options. Using this strategy, enhanced and expanded adult learning center space is envisioned with the construction of an additional building on the Milledgeville Campus, with the development of a Monroe County Center, and with increased utilization of the Crawford County Center. The College is also seeking ways to enhance and expand adult learning center facilities in Jones and Twiggs counties.
C. Property for Future Development in Jones County

CGTC is fortunate to have space in Jones County for adult education, dual enrollment, and continuing education classes generously provided by the Jones County School System and the Chamber of Commerce at no cost to the College. However, as the county grows, additional space will eventually be needed. Therefore, the College will seek opportunities to acquire land for future instructional development in Jones County.
D. Continued Development of Existing Campuses

CGTC plans to construct a Healthcare and Economic Development Center on the Milledgeville Campus. This facility will be funded primarily with State funds. Renovations to the front of Building A on the Macon Campus are coming to completion, and additional Building A renovations are planned. The College plans to construct a Health Technology Training Annex on the Macon Campus; however, funding sources for the annex are not yet established. A new Childcare and Education Center is also planned for the Macon Campus. Wellness centers, information technology infrastructure, and/or other improvements are planned for all campuses, as needed.
E. Exploration of Possibilities for an Economic Development Center in Downtown Macon

The College will explore the need for and feasibility of establishing a new economic development center in the downtown Macon area. This facility would offer customized training and services for downtown businesses and organizations as well as continuing education opportunities for the downtown community.
